This book is not about an "evil" mailman exactly, but I though it deserved honorable mention as mail man related books go.
David Brin wrote a great Sci-Fi book called The Postman in the 80’s Brin is a winner of both the Hugo and Nebula Awards.

I don't know of a book about an EVIL MAILMAN...but REDMEAT.COM has some very funny (twisted) cartoon strips, and one of the characters is an EVIL MILKMAN!
He run over this little girl's bike, kills her pets, and threaten's customers if they don't buy his milk!!!
