It actually depends on the state and how close of a cousin.
If this person is the son/daughter of one of your parents sibling, then i believe all states outlaw that.
Now, if it's kinda of like, my cousins kids cousin, how i call cousin, then i think, you need to figure out to what degree you are related and look into the laws for your particular state/country.
Before i go, users calling this person names or making judgmental remarks before knowing the complete facts are morons. I call my cousins, kids, kids, my cousins.. In fact they are not, but i still call them that and that is what we consider ourselves.
Also, to the user who posted this question, realize that if this is something you're seriously thinking about, and this is an actual first or second cousin, then be prepared to lose family and friends.

check ur local state laws some states require at least second or third cousins one of the reasons being marrying next of kin results in children of special needs and a multitude of health problems

Why are you thinking this way? Are you lacking of partner's of the opposite sex? Or have you been cohabiting and having sexual relationship with your cousin? Chances are if you do, offspring of incest will have severe birth defects. Is that what you want? Does your family know?

There is absolutely no scientific genetic prohibition against
marrying your cousin....This has been known for about 15 yrs.
Genetic Brothers & Sisters of the same parents are the only
problem.....1st, 2nd, 3rd. etc. cousins are all fine...

well yeah you can but should you? some cultures accept this and rich families do it to keep the money in the family...it may affect the kids you decide to have but it's not unheard of.
