The short answers: Yes and Yes.

In nearly all fields, you are more likely to get better jobs if you go to a better school.

You might want to look at US News & World Reports. They list the best graduate programs for many fields -- including psychology. Schools that are highly rated for graduate degrees will also be highly rated for undergraduate programs.

At the undergraduate level any accredited university will do. At the graduate level I rather like the Duke-UNC collaborative program.
