The word "were" is a linking verb -- it is the plural past tense of "be." It is pronounced differently from "where," as well -- "were" rhymes with "her," and "where" rhymes with "hair."

In terms of usage, if I wanted to indicate that I had been shopping, I would say "I *was* shopping." However, if I had been shopping with my friend, I would say "we *were" shopping." As a linking verb, "were" doesn't show action, but joins (links) the subject and the predicate in a sentence.

The word "where" essentially means: in or at what place? It refers to location.

So if someone asked me what I was doing with my friend, I would say, "We were shopping." And if they asked me *where* we were shopping, I would say, "at the mall."

"Where" is refering to a place. "Were" is a past tense word refering to a time.

Saying "Where were you?" Is asking what location you inhabited at the time I was looking for you. "Where" The location you inhabited. "Were" at the time I was looking for you.

To say "Where you?" Would imply you were asking at the time, not later. "Were" shows me that you are talking about a past time.

Where is location. Where are you going? Were is a form of past tense for the verb "is" (to be). They were late.

Where refers to a place or location. Were refers to someone like "were you shopping" versus "where did you go"

where is an adverb or a pronoun, used to describe a location, "where do you live?"
were is a verb, in the past tense. "we were cold yesterday"

"Where" is asking like "Where are you going" and the word "were" in a sentence is like "Were you going to the club tonight" those are just examples.
