I'm as confused as you are. Seems like it should be later, but I know some people who use it as earlier.

Pushed back would mean later than the original date.

Example:
Original scheduled date is 3-24-07,
but it has been pushed back to 3-31-17

even though it sounds like it would be earlier it is later. For example.

My package will not arrive in the mail until march 29th when it was supposed to be here on march 25th. The shipping company pushed the date back.
