If I buy a diesel Range Rover and register it to run on veggie bio fuel only which is below the minimum for a small car on Co emmisions, do I only pay for class "A" tax.

The road tax rates are based on type approval data i.e. the CO2 emissions measured officially before the model was introduced and using the fuel for which it was designed.

Conversions and alternative fuels give variable results on different cars so predicting emissions is difficult. Repeating type approval tests on individual cars to generate a new 'official' figure would be prohibitively expensive.

Generally speaking you should run the vehicle only on the fuel for which it was designed - current standards allow for up to 5% biofuel in normal diesel. Higher concentrations risks invalidating the warranty.

Just buy a pre 2001 vehicle and you don't have to bother with the tax bands, just above and below 1549cc

I would be very surprised if your RR would run for long on bio-fuel. You risk damaging the engine and, of course, any remaining warranty.
