pp is an abbreviation for pages (plural) eg 16pp brochure - a brochure with 16 pages
Also, pp 16-9 means from page 16 to page 19 or, pages 16 to 19.

It is pages but you need to know that one sheet of paper is 2pp as they count front and back. When you fold it in the middle it becomes 4pp. So for 16pp you fold another twice. Printers will print a sheet of 8 up each side which will then be folded down stitched and trimmed to give a 16pp brochure
