To activate the print spooler , you need to start the print spooler service and make sure that the print spooler properties are set the automatic , the below link will help you to make the spooler service to start

The steps to start the print spooler
1.Click Start, Settings, and then Control Panel.
2.Double-click Administrative Tools.

4.Find Print Spooler on the list, right-click and choose Restart.
5.A progress message will appear and the spooler should be clear.
6.It should now be possible to print or remove the printer driver as required
The steps to make print spooler to be automatically start
1.Click Start, Settings, and then Control Panel.
2.Double-click Administrative Tools.
3.Double-click Services.
4,Scroll down in the right side of the window and find the Print Spooler service.
5.Double-click Print Spooler. If the Service status is stopped click the Start tab.
6.If Start is not highlighted, then click the Stop tab in order to restart the Print Spooler.
7.A progress message will appear and the spooler should be clear.
It should now be able to add printer

No problem. You need to use an account with administrator privileges Start menu > Control Panel > Administrative Tools > Services > scroll down until you see "Printer Spool" > right click it and choose "Start" > right click it again and choose "Properties" > select "Automatic" under type > Restart Computer.

Go to printers and faxes and click add printer. In X-P this is above Start and in Vista in Control Panel.

In Windows XP,
Click on Start button...click on "Run"
Type in Services.msc
scroll down the list until you get to Print Spooler
Highlight it and right click on it.
Click on the option that says Start. You can also edit the properties so that this service starts everytime windows does.

When you install a printer it should have a download disk that comes with the printer so it can install it automatically!!!!
