I would say they are violating federal and likely state laws, and can be prosecuted.

They should be prosecuted...it's like stealing. Plus (depending on the speed of the internet connection)...it annoys the person who doesn't know what is going on and wonders why their internet speed is so low.

Are we talking wireless internet or people that 'tap in' to physical ethernet connections and such? That ticks me off...I think they should be prosecuted to the full extent of the law, which probably isn't too much for something like that seen as 'minor'. Though if they get away with 'minor' things...they just get worse and worse until they get up to wanting to rob and kill people, rob banks, etc. Then they end up in the slammer for who knows how many years...all rooting from little things.

If I pay for my internet access and someone else uses it, which cuts down on how much bandwidth I get, then they are stealing from me.They are criminals, and it should be possible to press charges against them, or at least file some kind of civil suit.
