The gas company sent me a letter stating they had not been charging me enough. I have not turned my thermostat up all winter b/c my apartment is on the top floor of a small apartment building and was always hot. The gas company stated that the furnace was probably broken but would not send anybody out stating it was the landlords fault. I have tried several times to get my landlord to call me back but he won't. Instead someone came and turned off the furnace completely now I have no heat at all except for hot water. The gas bill went from 200 dollars to 1700 dollars. Is the landlord responsible?

Most likely your landlord is not responsible. Like the first responder said, check your local laws (I know California likes to screw landlords), but in most cases the landlord would have to have prior knowledge of the problem to be held responsible.

Your best bet is to immediatly call the gas company and try and arrange some sort of payment plan.

I believe different areas have different land lord/tenant laws, so a lot depends on were you live. Also you should read your lease and see if there is any info there, but generally the landlord is responsible to make sure your appliances are in working order.
