It's in the Lobby. So right when you log in and Mr. Herriman assigns your duties, just stay on that floor. Here are the instructions to get there:

From your spot that you are at when you log in, stay there. Then go up to that statue of Madame Foster as a bunny rabbit. There's a door up there, and that's the door you go through. Then you are in the Clock Room! Instead of going left, go right, till you see another door. Go through that one. You are at the arcade!!
