First it depends on where you live. I agree consignment and thrift stores are great (if you do not mind). If that is not your style, go to places such as H & M or Old Navy even the brand names---BR, Ann Taylor, Gap have sales/clearance racks. Do not forgot the shopping outlets too (great sales during certain holidays). You do not mention where you live. If you live in NYC--it is a piece of cake. If you are in a small town it would be a bit different.
In addition, concentrate on getting a few pieces for mixing and matching. One basic slacks---black/grey, basic shirt that can be layered and coupled with other stuff. Acccessories-jewelry, scarves, shoes and belts can make an outfit look fresh and new.
So use basic colors and nothing to crazy patterns for mixing and matching would help. But first work out a budget for yourself and be realistic on what you can afford. Go to the library (save money) and look at various fashion magazines such as LUCKY to start on what is in fashion--colors etc and there are loads of knockoffs styles at Express and Limited for example.

You need to catch up on sales.... I never buy anything unless it's on sale. Apply your senses. Touch & feel the fabric so you get your money's worth. You can shop at Kohl's, GAP, Rue 21, Burlington Coat Factory, Aeropostale,Payless, NY & Co, Marshalls/AJ Wright/TJ Maxx and get great deals! Buy Items that as many functions.
You should own jeans in different washes, pants, accessories, casual jacket, skirts, dresses,tops and shoes in solid and prints. Mainly Black, White, Red, Navy, Brown, Silver. Those go with everything! Then you can get pastels (solids/prints) later on.
I'm so good with pairing clothes. I could wear a shirt today and wear it two days later and not one person would realize. I could layer it with a layer vest and put a casual jacket over it!

I always shop at Thrift stores, there is a really good one close to my house its called Crossroads. They only sell designer and well made clothing for cheap. I can get a whole outfit for about $20.00.
