Suicuine is one of the legendary dogs. There are three but only one of them will appear in FireRed/LeafGreen.
Which one appears depends on which starter Pokemon use chose. If you chose Charmander, Suicuine will appear; Squirtle, Raikou will appear, Bulbasaur, Entei will appear.
It will appear randomly in the wild in grass RANDOMLY. If you check the pokedex for its location, it will show where it is, but by the time you fly there, it will be gone. Its just pure luck.
Also, it will flee immediately, so a Master Ball is your best option.

There are two corrections in your question:
Swicune - Suicune
Suicune: Legendary bird - Suicune: Legendary dog
----------------------------------------------------------------------------------
To catch Suicune, make sure Suicune is in your Pokedex.
1. Open your pokedex.
2. Select Suicune.
3. Select Area
4. You will see Suicune's nest at the map
5. Go to the place where Suicune's nest are placed.
6. If Wild Suicune appeared, use MASTER BALL.
Then, You catched SUICUNE!

I don't understand what game you are playing. You mean Suicune. He can only be found on Crystal (I don't remember if you can find them on Silver, and Gold). He can also be found on Pokemon Colosseum for Game Cube. Be specific on the name of the game wether it's crystal or what.

i think your talking about pokemon... and SUICUNE is not a legendary bird.. its a legendary dog... (the water one i think).. and those are only in pokemon gold/silver/crystal
its a very long process

and im 100000% sure theres a guide to catching them..they appear randomly in the grass after you freed them in that burnt tower
i forgot its also on pokemon Colosseum but you just fight against a girl trainer and catch it from her
