Evidently, no one know the answer to this question because every county on the planet has poverty. Partly it is a problem of supply and demand. The people with money demand more (of everything -- houses, cars, boats, cloths, jewelry, vacations, etc), the supply runs low and the people without money cannot afford goods. Education does help to bring people out of poverty and to deal with living at the poverty level. Just my opinion!

Poverty is partly due to economic policies and partly due to genetic reasons.(for the time being let us not consider the natural resources) India have already addressed the economic aspects by switching over to market economy in late 1980 or early 1990. The difference in economic policy and poverty can be in compared between South Korea and North Korea OR between former East Germany and West Germany. In these countries the genetic make up of the population is more or less same.The thesis of Richard Lynn and Tatu Vanhanen’s IQ and the Wealth of Nations is that differences between nations in income are basically due to differences in their populations’ intelligence. Countries with more intelligent populations are better able to master complex modern technologies and hence enjoy higher standards of living.
The book's most important finding is in 1998 there was a correlation of 0.733 between real gross domestic product and the national IQ calculated over eighty-one nations.
Many Indians are intelligent but a good many of them have migrated to other countries and this has to be balanced through eugenic policies.

1> Spread awareness about population explosion (large families contribut in economic imbalance of the family);
2> Pay taxes so that government can spend a good deal on development.
3> Provide education to the poor;
4> Make them realize their skills and abilities so that they can earn;
5> take care of govenrment property around you. Don' abuse them. (For example trains, buses, roads, drainage systems, electricity, water supply, etc.) This will reduce the developmental infrastrucutre cost on the government and they would be able to concentrate on the poverty issue, and a few other issues.
And a lot more. But for now, each individual can start off with these suggestions. You cannot expect someone else to change things around you. You have to put in your own efforts for that. So get going, be a good citizen...

The Path to reduce poverty is clearly visible to the intelligent leaders. We only don't have the honesty to walk the talk.
The point is that everything worth doing has already been done, and read this carefully: ON PAPER.
Everything is: To the paper(Laws and schemes), for the paper(the greeen ones), and by the paper (as money attracts whosoever bears it).
We the people, on Yahoo! Answers cannot think too much of a way to reduce poverty(read: Corruption and inefficiency) in India.
But nice of you to think about it.

India has really got the richest resources. Only bad planning , corruption and greed has eaten the morality of Indians. In a few years time, you will witness a resurgent India regaining its past glory since the lowest period has already gone and the cycle will repeat to ascend to the same golden period. Poverty is induced here and not due to any failure of monsoon or drought. All are man made mishaps only.

That would seem to be a goal not reachable in this century. I hope I'm wrong. It is a combination of so many things. Tradition, over-crowding, under educating, religion. And many more which Indians could elaborate on.
But it seems they may be on the right road if they and Pakistan don't decide to start lopping atomic bombs across their borders, which seems more likely than ending poverty in India.

I think we should start a network marketing ,which begins from the BPL people and every time they eat food,wear clothes and have a home the person above him gets some money. The last and the least amt of the benifit should be the chief minister of the state. He will be the richest anyways and that shuld be his salary.
