In easier language:

1971 the house of lords (that's like the house of congress here in the US) made up new private international laws of torts and have been refining those laws. In 1990 the law commission (like the supremem court) and parliament (like the senate) tried to show that they could make up better laws and some idosyncratic legislation (unnecessary legislation) was enacted....
