The way that I see it, work, is something that we actually do in real life and something that gets us physically tired. the feeling of worry is something based on imagination. we worry about things by using our imagination, and sometimes we worry so much, and in other words we imagine so many bad and stressful and sad things, that we end up tired mentally, in our minds. so, the phrase means that sometimes, something that comes out of our mind, out of our imagination, can do us more harm that something that really exists as part of our lives, which is work.
note: why do people worry? most of the time the things we worry about don't even happen. our minds need to worry though, as imagining the situation and what we will do if it happens, somoehow makes us feel prepared to face it. a little bit of worrying, I think is OK, but it is best to not let our imagination go wild and worry too much.
