The song is called "Der Kommisar", and has an interesting history.
The orginal version, in mixed German and English, was a hit in Europe in 1982 by Austrian singer Falco. After this version received some airplay in the US, an American Christian rock band called After the Fire did an English-language version that became a big US hit in early 1983. After *that* Falco put out an English version himself that also got some airplay.
The song is notable for having a rap section, one of the first pop songs to do so.
Falco later had a US hit with "Rock Me Amadeus".
