It is not a traditional jewish last name such as "Schwartz, Goldberg, Goldstein..." however it can very well be a Jewish last name. Jews are found all over the world and take both the first and the last names popular in the area in which they live. Additionally in the past many Jews changed their last names to "less jewish" sounding last names due to persecution.

Do you mean Margolyes, as in the actress Miriam Margolyes? That's certainly a Jewish name. But I've never heard the surname Melgares.

I have never heard of this name before. However, as said before, it could very well be a Jewish name, from name changing, assimilation or marriage to non-Jewish persons.
