To me it means that you have to go after the things you want, just like a cat would chase a rat. The rat won't come to the cat, therefore you need to chase the things you want.

This is interesting how many people are looking at this from the cat's point of view. I've always heard it as a warning, from the rat's point of view.

You shouldn't dabble in dangerous stuff, bad things could happen. Think about what happens if the rats dance in the cat's doorway...he eats them, and if they remain conscious long enough, they'll regret it.
