The total charges must be balanced. By weight you have more negative ions, but by number they must be equal to the positive ions. Even though chlorine is heavier than sodium, the number of + and - cancel each other out.

You must take in account not the proportions of ions but their electric charges.

I have not the ionic composition of water but i bet that the positive = negative charges
