This is why I never tried to work on my lockpicking skills with my 62 rogue-its one of those things that if you dont do it from the very start its boring because your not earning leveling experience at the same time. You just kinda have to think-what LOW level area's have lockboxes? Those are the kind of ones that have low skill loxboxes. As you start to increase in lockpicking skill, continue to go to higher level area's. (try to keep your level at the area that your in once you past the low level areas) You can always ask around in the trade district as well that your willing to open any low level lockboxes for free. Some places that I know that have some lockboxes that the area is around your level is Redridge (bottom of the lake) and Wetlands (along the coast north of Menethil Harbor/where the murlocs are)

If you are on the horde side, there is a pirate ship down by Ratchet. You can get on it by climbing up the front and down below are a whole bunch of boxes that you can lock pick. There fun to unlock too because they sometimes freeze you in the ground or turn you into a rat. It doesn't hurt you, its for a rogue quest. Then you can go to Stonetalon mountains where all the venture co people are and there are boxes there + rare elite spawns

One way is to know what kind of lock you can pick then tell in the trade section that you will do it for free. The other is ask your trainer about it and he will tell you where you can go to pick locks for your skill level.
