Isn't this to general to say that?
Get better education
And make them finish high school at least
Make the law this way:you can't leave school before you are 18 years old
See drop outs hanging in the streets all day:our future criminals.Drug pushers,lover boys,robbers,rapists etc
If they will not attend freely:in camps with them:educate the idiots.After that:5 years of army training:and schooling.
Imprisonment does not help:turns them more against society.
Hanging:now you are going overboard here yourself..That sounds real stupid.What horrible crime did these people commit?Governments are to blame for this.
In our country finally the law passed:can't leave school before you are 18:and walking in the streets?
Questioned by the police and investigated upon:finally:the start of dealing with them in a proper way.
That is a more civil way than what you are suggesting:way to drastic.

If I had to choose between the two I would choose for them to be inprisonable. That way they can be taught and schooled to be rehabilitated back into society smart. But if it was up to me, i think we should done like Bill Enval and make them wear a sign.

What about transportation to an island that isn't used in the ocean? When it comes over crowded they will start committing suicide etc. But then again.. NEITHER.. Peace and love for us all.
