Neither!!!

It is We who take responsibility for us and We alone!!! All the others are only to blame when things go wrong. (Poor Parents or Martians)

There are different phases in our life and the person responsible for us also changes.When we are young and do not have any understanding our parents are responsible for us but gradually this responsibility needs to move from the parent to the individual else we become parasites.Later on again when we grow and may not be in a capacity to do everything on our own , at that time we again become the child that we were only this time our children and not our parents become responsible for us.

From the time we are born till we grow up to an understanding age and we know what we are capable of and can think and do things without our parents support and know what is right and wrong and be able to lead others and accept our faults if wrong then we would be a responsible person and obviously responsible ourselves. Parents, Teachers, Mentors share a responsibility in the upbringing of you and if they have done their job they you are solely responsible.

"Responsible" should be understood better as 'ability to respond'....
So, anybody can respond, if they recognise their capability to respond to a situation, without intervention of any other 'consideration' ! It is this concept that had once upon a time, or rather till a few centuries ago, made India the greatest of places on this planet ! Every body plays the role of a 'parent' to all the living beings, not just humans. Taking up this kind of 'ability to respond' the individual really EVOLVES to his fullest capability, in a quite UNSTOPPABLE manner and the country as a whole too becomes like a heaven !
We are basically responsible for ourselves ..... even in the sense of 'accountability' for our future, based on what we did in the past, compounded by how 'acceptable' we are for the consequences of our past, which shapes a better future for us !

after you have learned whats right and whats wrong even at a young age YOU are responsible for your choices and consequences of those choices when your parents are NOT around. If they are watching you and you are a minor your parents are forced & "held responsible only legally" for YOUR crappy choices in life until you are an adult and grasp the idea that for every action there is a reaction..

Our parents are responsible for us till you reach puberty and become an adult to be responsible enough to judge your actions, and then comes your role in controlling and being responsible for your own self; were you work hard and learn from life.
No one ever is going to spend the rest of his/her life for you!
Even our beloved parents are not gonna be there forever; one day they'll unfortunately have to leave us by God's will if you know what I mean.

When we are adults, the full burden rests squarely on our shoulders.

None, we are responsible for ourselves. I know kids without parents on the street side, they fend for themselves, and are fully responsible for their actions. They learn quickly the practicalities of life.
