Would you mind popup ads if they were unobtrusive, didn't install any spyware or cookies, and were limited to one per any given webpage on a site?

No, I wouldn't mind at all. As long as you mean 'unobtrusive' in the 'Google' way.

Yes, I would mind...I hate pop-ups and will leave a site that uses them.

I hate pop ups, always offering something I hate being offered things if I want something I will find it.
