It was live last year in April or something but now you can only find it on the net.. You can find WM23 on my TV on the first of April, feel free to come over and watch! =)

You can find bits and pieces on the net if you look hard enough, but I don't know if you can find the show in it's entirity though.
Trish Vs. Mickie (uncut version) is probably the easiest to find even youtube.com had it up for a while.

on wwe.com, they have a special going for this year. if u buy wrestlemania 23 online, you can see wrestlemania 22 for free.
