(.059 - .039) / .039 = 51.282% or
(.059 - .039) / .059 = 33.898%
(.091 - .073) / .073 = 24.658% or
(.091 - .073) / .091 = 19.780%
(.151 - .119) / .119 = 26.891% or
(.151 - .119) / .151 = 21.192%

Your question is not full enough to know exactly what you are after. I think thats why you are receiving such a mixed bag of answers!
1 - If you're asking - If i start with 0.039 and end up with 0.059, what is the percentage change?
Its calculated as the difference between the two numbers expressed as a percentage of what you started with.
= ( (0.059 - 0.039) / 0.039 ) * 100
= (0.02 / 0.039) * 100
= 51.282% (to 3 decimal places)
2 - If you are asking what is 0.059 as a percentage of 0.039.
= (0.059/0.039) * 100
= 151.282% (to 3 decimal places)
The same formula can be applied to the other numbers, just plug them it at the same points.
If this is not what you're asking please add a bit of clarification and I'll try to answer again...

here is how we calculate percent difference:
First you need to compute the difference between the two amounts. Then you make a fraction of that difference over the first of the two amounts. Finally you convert the fraction to a percentage by dividing the denominator into 100 times the numerator.
So for the first one,
difference between 0.039 and 0.059=.02,
fraction of that diff. over the first of the two amounts=.02/.039
Converting the fraction to a % :
(0.02/0.039)*100 = 51.2820513%

ok it's done this way... you have to divide the smaller number by the larger number like this.... 0.039 / 0.059 and you'll get an answer 0.661. And multiplying this answer (0.661) by 100 gives you the percent of 0.039 to 0.059 (the larger number). This is 66.1%. But since you're looking for percent difference you will need to subtract 66.1% from 100% --> 100% - 66.1%
After subtracting you will get 33.9% which is the % difference of 0.039 from 0.059. Try this to the other sets of numbers.
There are other ways to solve it but it all comes down with the same answer.

Take the difference. I assume you know what a difference is.
Take that answer and divide by the smaller number. This is the difference expressed as a % of from the starting value. This answer should be a decimal. To get a % multiple by 100.

1)...0.059 ÷ 0.039 = 1.513 = 151.3%
.......0.059 is 151.3% of 0.039
2)...0.091 ÷ 0.073 = 1.247 = 124.7%
......0.091 is 124.7% of 0.073
3)...0.151 ÷ 0.119 = 1.269 = 126.9%
.......0.051 is 126.9% of 0.119
