They got one already -- just not on income taxes. When you buy an OS like Windows or Apple, you pay sales tax on it. If you use a free one, you pay no sales taxes on it.

Businesses will probably have higher support costs (Linux gurus are harder to find and more expensive than Windows gurus) and will get a business expense for that.

Any other breaks would be anti-competitive and would have liberals and conservatives alike up in arms.
