You got urself a virus attacked. Use a good antivirus, an antispyware and a registry cleaner. Boy, u'll have lot to do.

If you are able to open registry (type "regedit" in start->run and hit enter) then navigate to "My Computer\HKey_Current_User\Software\Microsoft\Internet Explorer\Main" and in the right pane you'll find a "Start Page" double click on this and type "about:blank" and press ok and close the registry editor.
If you are not able to access registory editor then reboot your pc and press F8 before the XP screen comes and from the options select last good known configuration and when the XP starts try to change the home page of internet explorer.
If still not able to do this switch to some other account which is having administrator rights and from there you can try the same thing. And delete the user from where you are not able to perform the IE task and recreate the same user. (I tested this when i faced the same problem and it works)
If all the work arounds are fail the you need to reinstall the XP, before then dont fortget to take the proper backups.

The normal way :
Select Tools > Internet Options
Type in the URL of the Home Page you want in "Address"
Click on Apply > OK
Second option :
After opening Internet Explorer, load the URL that you want as your Home Page. After your desired page loads :
Select Tools > Internet Options
Click "Use Current"
Click on Apply > OK

i have read all the answers. however, i would like to re-summerise and some of my own experience (will be using 'ie' for internet explorer):
possibility no.1:
the rights to access the ie's properties (the screen u get after hitting ie->tools->options)
i am ruling out this possibility.. because had the case been so, u wouldnt have been getting the 'options' in the 'tools' in the 'ie'-menu bar.
and that is possible only if u r accessing it in some restricted network. if yes, then ofcourse u will have to ask for ur network adminstrator to grant u the rights to access it.
possibility no. 2.
that some virus or spyware or malware has infected ur windows:
many good answers have been provided by my fellow participants. and i would suggest u to follow the following order:
a. chong h's answer (this is the best basic step)
b. after cleaning the system, try changing the home page of ie (in safe mode only)
or
b. abhi patni's step of editing registry (but in safe mode only)
c. reboot the system and take it to the normal startup, if it is still not working, then we should re-install the 'ie'

Unlike the guy above me said....you may not have enough privileges to change the home page...as may be the case if you are at work or at school.
You could try using Mozilla Firefox as an alternative. It is not controlled by Internet Options and you may find you actually just like it better.

IF you are using anti spyware (you should be) then check in the setting of your anti spyware for a setting that says "Lock home page". This is to prevent spy & or malware from changing your homepage...
Otherwise have you tried just typing in the address you want for your new HP...???

open internet explorer,
in the file menu select "Tools",
select last option "Internet Options",
just infront of u will be the tab "General".....
in the text box just type the name of the website u want to set as ur homepage.

I think you've got yourself a virus. I think you cannot run regedit too. Try to install an antivirus program or run some trojan, spybot cleaners. If it's not working any of these try to format the partition on which you install your operating system ,and reinstall your OS again.

Sounds like you have spyware or virus locking you to a certin homepage. Try booting in safe mode and cleaning your pc with adaware and spybot and run a virus scan then try changing it again.
