Definitely the Canada side. Can't get more romantic than dining at the Skylon tower. It's a rotating restaurant with glass walls that allow you a panoramic view of the falls while dining. Make resevations for nighttime and you get to see the falls all lit up in nice colors.

I just got back from the Canadian side. We made a day trip of it from Detroit, Michigan into Windsor Canada all the way across to Niagra Falls. It was great!
I was also told Canada side was better and from what I saw, I imagine they're right. The canadian side is a HUGE horseshoe of a fall. You can also see the American side very well. However, you cannot see the canadian side much at all from the American side. And since the NY side is a flat fall, all you can do is look down, watch the water go off the edge while at the top, or try to push your way to the closest edge of the fall to see the bottom of it. There's absolutely no problem seeing the entire Niagara area from the Canadian side. I highly recommend!

That's easy!
Niagara Falls Canada much much nicer. The view of the falls is better. It's more clean. There is more to do.
If you want romance. Visit the Canadian Falls then drive up the Niagara Parkway to Niagara on the Lake. It's a quaint pretty little town. Very romantic. Beautiful little inns and B&Bs and hotels & spas. Lovely little restaurants. Lots of vinyards -wine tasting tours. Great theatre etc.
(Or you could stay at a flash hotel in Niagara Falls ON with a view of the falls.)

Niagara Falls NY and Niagara Falls Ont. are, as you would expect, right across the river from each other. You can walk across the bridge from one to the other (and should, it's got a great view.) From California, I'd suggest flying into Buffalo. It's close, it's got lots of flights, although no non-stops from the west coast, and there are low-fare airlines. You can rent a car and be at the Falls in less than 1/2 hr. Or you can fly non-stop to Toronto, rent a car there and it's about 1 1/4 hrs to the Falls. If you don't want to drive, there are limos from both airports. Even if you fly to Buffalo, bring your passport or birth certificate, because you'll want to visit both sides of the falls.

Niagara Falls, Ontario (Canada), is the far better of the two.
The American side has primarily catered to industry in the past, whereas the Canadian side has focused it's efforts more on the tourism. Each side has both tourism and industry, but it's evident where the focus has been over the years.
There are far more attractions, hotels, restaurants, and tourism events on the Canadian side. As well, the Canadian side is cleaner, has a much lower crime rate, and is a far better viewpoint of the Falls.
Skip the U.S. side and just come straight to Canada. You won't be disappointed.

The Canadian side is more famous and popular. The view of the falls on the Canadian side is usually the image that is seen internationally whenever something is about Niagara Falls. And yes, it is romantic and an incredible part of nature.

Stay on the Canadian side. It's much prettier. There are a ton of shops and restaurants. Do the Journey Behind the Falls and the Maid of the Mist. Both are great attractions.

The Canadian side is much better for tourists & to vacation at. The US side is more industrial (and believe me, it stinks to high heaven!! I live 20 minutes away from there!). Niagara Falls, Canada is quite beautiful...and cleaner....and there's more to see and do there.

We went to Niagrara Falls last summer. It was so nice. But the Canadian side is way cleaner. It would be way more romantic.
Make sure to go on the 'Maid of the Mist' boat tour. It gets right up to the falls and they are soooooooo gorgeous!
