Most blogs need to be submitted to search engines. Depending on where your blog is hosted they may do this for you.
You can do a simple search for "blog submission" and you will get a list of places you can submit to. It is easy to do.

I happens a couple of ways.
Yes, you can submit your blog to different blog directories and that will help you create links back to your blog which will help them get indexed to the search engines. Just do a search on blog directories and you will find a bunch there.
I'm not sure how you intend to use your blog, but if you are writing about something specific and want to use your blog to drive traffic to say, something you are selling or offering, you want to write you blog with keywords specific to the topic of what you are promoting.
You can also post to different blogs and/or sites, like this one : ), and link back to your blog. Having lots of links back links to your blog, through the Internet, will help get your blog get indexed by the spiders. The spiders are what search the Internet and look for new content.
Which brings me to the next subject. Content, especially new content. It's very important, especially in the beginning to constantly post something/anything in your blog. If you want it indexed to the search engines. The more new content it has, the quicker it will get picked up by the search engines, hence get indexed and put on the search engines.

Do you have to submit blogs somewhere?
Yes, after each post, submit your blog to pingoat.com or pingoamatic.com (be sure to check the cases), and you will get traffic.
Submit to http://www.technorati.com as well, it is the Google of blogs on the web.
It's really easy, since search engines love blogs more than static websites. Blogs are part of what we call the web 2.0 (aka the new web as opposite to the web 1.0)

Well both actually. You could automatically be indexed by search engines through constant updates on your website or by putting a lot of value on your contents. On the other hand, you could also submit your link to search engines manually so they could index your site.

Yes and yes.....if you create a catchy title that uses current events or news or celebrity you can get indexed fairly quickly but most have to submit articles to article submission sites and have plenty of backlinks from other websites. Also Videos get picked up faster as well.
