He's probably reacting to what has been ciculating on the internet since just after it happened. There are countless theories that claim our own government was the force behind the 9/11 attacks and he most likely wants to cash in on it.
I sincerely doubt he'll get an Oscar, though. Whether or not the "inside job" theory holds water, it's still sensitive subject matter. The Academy can't afford to lose film audiences by supporting such a movie.
I wouldn't be surprised if the film wasn't in theatres after a week.

Why do you have difficulty with reality .
We already know for a fact George Bush directly order the surveillance team that was on top of the terrorists every movement to back off .
That George Bush and the Bin Laden Royal Family are business partners .
That the Saudi Royal family was given safe passage out of America immediately after 9-11 .
That the overwhelming majority of HiJackers came from Saudi Arabia with forged documents .
That the 9-11 commission was only put together after Information about the building collapses came under question by researches and engineers .
SO with these facts in hand who is to say that 9-11 was not orchestrated by Bush .
