Loss will be there..........
But the aim of conducting strikes and bandh are for the purpose of Showing their agony against some law or the the rule posed on them(different communities......)
If they strike only, the govt or concerned department will come to know the problem of the people , and the consequences after the strikes.
As you said , government will realise the amount of loss, if they continues, so at that stage , the govt will keep his ears to the problem and the respective action will be taken.
