Finding a person in Hiroshima is not that difficult, but it will take time and persistence. Basically, you would have to write the Hiroshima City Hall, and if the person you are looking for is Japanese, put your request to them to find that person. Doing this is not a high priority so you may have to write them several times stressing the urgent situation you are in. If you are looking for a foreigner (non-Japanese) that would be a lot easier. You could first write the consulate/Embassy in Osaka or Tokyo of your friends home country and tell them who you are looking for. Naturally, the more personal information you have on him/her would be very helpful in narrowing the search. In both cases, you would have to compose a message you would want the city official to get to your friend because they will NOT give you their contact information if they do find him/her. Also, if you are a relative would help expedite their efforts. Another option would be to write the city hall of Hiroshima, Attn. Alien Registration and do the same thing with them I just said for the Consulate/Embassy.

Another option would be to use all contacts you have in Hiroshima to help find the person you are looking for. Hiroshima is a big city so the process if taken up by someone WILL take time. You will have to keep writing and/or calling to get them moving. Because as I said, it is not a priority.
