contact the dutch counselat/ambasy where ever you are at and ask them what steps to take in order to start, they might give you some good ideas on where to start.

Try contacting the local banks, to wherever he lived. Ask what information you'd need to query them about an account. You may need to furnish a Death Certificate, and prove your relationship. Even if they can't give you any information, it is a starting place, and they may even be helpful with their suggestions on how to proceed further.
