August 23, 1996 Bin Laden signed and issued a Declaration of Jihad outlining his organization's goals: drive US forces from the Arabian Peninsula, overthrow the Government of Saudi Arabia, liberate Muslim holy sites, and support Islamic revolutionary groups around the world. He declares that Saudis have the right to strike at US troops in the Persian Gulf.
February 1998 Bin Laden issues joint declaration with the Islamic Group, Al Jihad, the Jihad Movement in Bangladesh and the "Jamaat ul Ulema e Pakistan" under the banner of the "World Islamic Front," which stated that Muslims should kill Americans including civilians--anywhere in the world.

Bin Laden attacked us because he hates AMERICA and the fact that Bush was in the white House was simply icing on the cake for him! I love our country and the President of these FINE states of America. And I support the whole "you are either with us or against us" philosophy. To all of those haters living within our boarders, I say "love it or leave it!"

He didn't care who was in office. But he didn't think the US would actually take down his patron government, the Taliban, to such an extent. I think he thought, much like the rest of the Taliban, that the Northern Alliance was too weak to come back no matter how much support they got. On one hand he was right since the Taliban just took off their turbans and put on their pakols (traditional Afghan hats) and now are doing the reverse in preparation for the spring offensive.
