during a photolectric experiment if the incident photons having energy less than the workfunction of the element strike it then by absorbing more photons cant a electron get out of the binding atom?

It's a single electron at a time. If the photon energy is not sufficient to free and electron, there are rare instances where an electron will absorb energy and jump to a higher metastable state where it can be struck by another photon and released.
