How sure are you that he is blocking you in chat? For someone to be called a friend, then block you, isn't a friend. You need to have a talk with this so called friend and ask him the what for.

i know this is a long shot but maybe he blocks everyone online - maybe he's not the kind of person who prefers chatting with those he knows..?

You already have your friends friendship. Give him/her the chance to chat with others.
