No, send her to my kiddy survivor (see my 360 blog for details).
I bribed my son when he was 2-1/2 years old. He would pee but not poop on the toilet. I told him that if he went poo (knowing that if he just did it ONCE he would realize it wasn't bad), that I would take him to the toy store and he could buy whatever he wanted.
He did and I did - - he took a $45.00 dump, as he picked out a $45.00 fire truck.

For heaven's sake NO!
Successful potty training comes about from a gentle, stress free, fuss free, supportive environment.
Stressing her out will only make it harder for her to learn and could cause problems further down the track.
