what to do when my tourist visa application to australia was refused?

due to insufficient funds and proof that my purpose is to visit australia only

Get sufficient funds. You cannot be a tourist unless you can pay your way and you can't earn money on a tourist visa so if you have insufficient funds for your stay, you can't come in.

Save more money.
