As long as the last frost has past, assuming you live where it is possible to have a morning frost, you will be fine. If you are unsure, wait a few weeks. You can always plant it anyway and watch the weather reports. If there is a possible frost, simply cover the bush that evening with a 5 gallon bucket to prevent the frost from getting on it and remove it in the morning. It should be fine.

No Gooseberry should not have any foliage on it at the moment it may be in bud just now but not in leaf, keep it indoors , gradually take it outside and bring it in at night for a week or two leaving it out for longer every time, this is called hardening it off, until you eventually leave it out side over night(don't let the roots get frozen) when and only when you have hardened your bush off you can think about planting it. If you put your bush out now you will lose all the foliage to the first frost, at the moment it is to soft. when you plant your Gooseberry try and protect it from frost for a couple of weeks.

Your fruit bushes should ideally be planted no later than March, unless the ground is frozen (obviously!) so get it in now so it has a chance to take. Don't expect too much fruit the first year as it needs time to settle in.

I think it depends on where you are around the country. In the south, it may be alright to plant it. Further north, you may want to wait a few weeks.
