You can burn using windows media player but you cannot burn without a cd-writer, unless you have a dvd-burner.

Back in the day of the first CD drives there were a few models that were hacked to do burns but now a days no...
you need a burner...

well, you could use a dvd burner...

but a cd reader doesn't have the capability of altering the data on a writable cd disk. Wrong sort of laser... too low powered.

Otherwise, make an iso image and get someone else to burn it for you.

the burn capability can do only with the hardware and software.
these two thing can't saperated each other in PC.
