Second Life, DotSoul and ActiveWorlds are all good ways of entering virtual worlds and interacting. You will have to pay if you want to build your own locations - but there are hundreds of places you can visit on them anyway.

If you want a classic city-builder though (sadly lacking the interaction), Maxis have a browser version of Sim City (simcity.ea.com/play/simcity_classic.php), although I've had difficulty getting it to run in the past.

I suggest secondlife.com I don't know if you can build your own city, but you can definitly interact with other people and it has very good graphics.
