Well it's possible, that said, and there probably is a loophole for the legality issue if you just leave your router open, i.e. the way you bought the router. (Try wardriving and you will see just how many people don't even know it doesn't come automatically set with password keys).

However, everyone within that metro network would also have to leave their routers open, thus trusting each other, not very realistic considering the potential for abuse(pirate downloading, hacking etc. So it's not likely to happen, though it's possible. Also the repeater issue, wireless doesn't do well through walls.

Well alot of cities and ISP's are indeed setting up metro area wifi for various reasons. The technology is not difficult. You need a really high bandwidth backend connection (T3 or better in most cases) these are commercial connections. Then you add several access points which can be fed either wirelessly (using backhaul) or wired (expensive).

Mesh networks are common in this type system. (just do a search for wifi mesh networks)

The basic idea is to have enough access points around the area to connect to anyone within the area. (These are NOT your cheap little linksys home routers etc) you then connect those access points to each other. In most cases the same channel and SSID is used on ALL access points within the network making roaming between them possible.

The only thing you need is $$ and some expertise and someplace (outside places) to put the access points - like utility poles, water towers, radio towers, buildings, etc.

Feel free to contact me - I design these things and use them.

its illegal if you have a simple cable/dsl connection. Plus to create a mwlan, you would need to have repeaters all over the area to reach all areas to keep a consistant signal.
