Currently alive or in history?
History would be to broad and I think it would be difficult to find out how popular Julius Caesar was...so let's go with modern history.
I would like to think most admired would probably be (top 5):
1) Mahatma Gandhi
2) Pope John Paul II (for his Cold-War work)
3) Winston Churchill (World War II blitz)
4) Mao Zedong (very controversial figure but also very admired)
5) Franklin D Roosevelt (WW2 leadership and Founding of UN)

Till date, even though is living no more since 30Jan 1948 (the day he was assasinated), Mahatma Gandhi is the most admired political leader all over the world.
Martin Luther King, and Nelson Mandela, both drew courage and strength from Gandhi's teachings of non-violent disobedience.
Apart from making good reading in politics, Gandhi's principles are spiritual too!

But at the same time ,depending on why you admire them, if you look at the efforts of the dictators, like hilter, moa, stalin and think what they managed to achieve, they probably had more skill ( although very misguided) than any current day leader, but misused it.
Chruchill was a military leader in a Prime Ministers suit, right man for the right job at the time.
EXTRA - yeah good point about Castro, again great skills just for a different cause.

George Bush and Tony B-lier are the two worlds most popular leadres.Almost every one in the world beleive in what they say to their own nation and to the world at large.Both of them are very strong beleivers of "rule of Jungle law" and " How to destroy the UNO which is laready turned in to "USO".Tony has the extra advantage of having two positions at the same time,one the Prime Minister of Britain and 2nd the Foreign Secretary and Special Assistance to George Bush.

said Adolph Hitler.
I read somewhere that after Jesus he is the most written about person in history and from what I can see he still has a lot of admirers.

Nelson Mandela is the popular choice here
Morgan Tsvangirai needs our attention, he is fighting a real democratic battle for real people dying for nothing.
I think HE is truly a politicial inspiration.
