Get a black marker pen, and go over the spots. I don't know what the fabric of your jacket is, but I've done it, and it works. Make sure the ink is dry before touching it, obviously!

Black marker can sometimes work but you WILL notice the difference.
Using black dye does NOT work because the area bleached will always be a tone or two lighter (it actually says that on the instructions !).
The problem with bleach is it does actually rot the cloth and with continual washing and cleaning holes will appear where the bleach has spattered upon.
If you really want to keep this jacket, dilute some bleach, put in a fine spray bottle and spray a spatter design all over and when it rots, throw it out.
If I were you, I would purchase a new one, and use this one for rags.

The person who told you to use a marker pen is right in essence but there are so many different 'blacks' out there that it may still notice. I would take it to a specialist cleaners and ask them to re-dye it. It might be quite expensive but if it's a favourite jacket and it is irreplaceable, then it's worth it.

Sorry to break it down for you, bleach on black means its done for, you can may be salvage it by using one of those permanent black markers to cover up the bleach marks.

Dab black marker pen on it.
(preferably PERMANENT marker or else you'll have to redo it evry time you wash it, and it may run if it rains etc.!)
Or else you could buy some black dye, you can get black tablets that you pop in your washing machine, that may give a more consistent coverage.

Try sticking sequins on the spots or embroider flowers over them. I did this with a t-shirt that I slaistered on. Everyone thought it was meant to be like that. Use copydex to stick on sequins or beads or whatever
