Your question doesn't make sense. The IRS administers laws passed by Congress so it is by definition legal to collect taxes. No challenge to the laws enacted by Congress regarding taxes has ever been successful. No proponent of any tax avoidance strategy can point to a final win in the court system. They in fact pay taxes on the earnings they make from writing books on how to avoid taxes because failure to do so would put them at the top of the list of people to prosecute.
The IRS can seize all your property to satisfy 100 dollars owed and sell it, the remander earned past that amount is credited as "held against future taxes" In plain english paying is easier than not paying.

Aside from going to jail and have everything confiscated, The Irs was voted into law by congress. Read: The Emergency Banking Act, dated March 9, 1933, 48 Stat 1,Public Law 89-719, HJR 192...that should blow your hair back! They are getting ready to double your taxes by the way to balance the budget!

OK a bit of reason here who is going to build your roads protect or boarders , run organizations like NASA (who is responsible for most of modern computers)
Who will organize armies and run then? Do you believe Hitler would not have come to the USA and Japan had already attacked so we know what their intentions were.
What is not needed is not taxes but the graft riddled bureaucracy/Government we now have.
Lets make drug testing mandatory for government officials.
If it is dangerous to drive while high , what if your driving a nation?
wouldn't that one little change make a lot set up and notice when the results came back.
I would love to see that! one of my states representatives was busted with meth wonder which way she voted on drug issues and who was donating to her campaign

Because if the IRS can not collect from you they tend to prosecute you, regardless of the fact they are unable to cite the applicable laws enacted by Congress that authorize their collection.
As long as judges and juries continue to convict and sentence persons for income tax evasion on their wages, this will continue.
As long as the country continues to operate under the illegal and corrupt Federal Reserve System, the bankers have to be paid.
