Was this a traffic citation which you didn't pay?

If so, then generally when you don't pay a traffic citation on or before the date listed on the citation, the court issues a warrant for your arrest, and generally suspends your driver's license.

Under the Interstate Compact, they will also usually notify your home state, if you're not licensed in their state. For instance. If you are a resident of Kansas, and you are caught speeding in Oklahoma, and don't pay the ticket, Oklahoma will issue an arrest warrant. (generally, you aren't extradited for traffic warrants.. too expensive) However, your driving privileges will remain suspended until you clear up the citation in Oklahoma and then also reinstate it in Kansas.

You should probably consult an attorney in Vista, CA who can deal with the citation for you, arrange for the warrant to be quashed, and the flag on your driver's license to be lifted. For a referral, call your local or state bar association.
