If a bill is ratified by enough states to become an actual amendment to the constitution then YES, it has become the law of the land.

All Amendments are law in all States. Unless you're George W. Bush, in which case you can ignore the Constitution and all its Amendments and the Democrats will let you get away with it.

they dont follow it ,just look into chicago and the second amendment mayor of chicago does not follow it anywy
