Typically, if the shape permits, such as a rod or other small object, run a low stream of water and hold the object close to it. If the stream is pulled towards or pushed away from the object, it is charged.
The best way to tell if it is a positive or negative charge, hold it near a cathode ray tube (glass screen tv or monitor). Since this fires a stream of (negative) electrons, if the change causes a bright spot, it is positive, dark spots are negative.
