Seriously, it's a very subjective measure. What you makes you happy, might not matter at all for me. But, there are some basic agreements.
Here is how Wikipedia defines quality of life or well-being:
"There are many components to well-being. A large part is standard of living, the amount of money and access to goods and services that a person has; these numbers are fairly easily measured. Others like freedom, happiness, art, environmental health, and innovation are far harder to measure."

Your question inspired some of my own:
1. Does the word "Gross" mean 'gross' - as in: disgusting, or does it mean "Gross" as in: a sum of?
2. Do you mean 'national' as in "the geographical region of the US"?
3. Happiness - ah, that's a multi-colored word, isn't it? Happiness for my dog means a bone with some meat left on it. Happiness for my horse means the better Alfalfa hay. Happiness for me means having fun playing with any of my chosen playthings, Yahoo answers being one, my work being another, reading, writing and conversing being another example.
So - what ARE the components of "Gross National Happiness"?
Umm.. well, let's say it's the disgusting habit of watching other people have fun while sitting on the couch watching TV.
